It can be difficult to diagnose PMS and differentiate between 'normal' period symptoms and low-grade PMS. Doctors tend to diagnose PMS based on the scope and severity of your symptoms and how they impact your day-to-day quality of life.
Generally, PMS gives rise to severe period symptoms that can force you to take time off school/work or cancel plans. These can be caused by an imbalance of hormones so it's possible that hormonal contraceptives could help to balance things out and ease some of your symptoms.
I always recommend keeping a diary of your symptoms throughout the month. You can take this to your doctor and discuss your options with them.
