Hot flushes usually have a very specific action in that you can feel them coming on.
They reach a peak of hotness/sweating and then this fades, this usually takes seconds rather than minutes.
However, some women get heat as opposed to flushes, and they can start to feel hotter for a while then this subsides. This can cause sweating too.
Sweating in one particular place such as your elbows all the time is not common and could be caused by other factors such as joint pain or inflammation, or a skin rash/prickly heat.
I would ask your doctor about this the next time you see them.
